Problems of IT implementation

This incident I have witnessed at one of the nationalized bank at Kothrud branch, Pune on Jul 3, 2009.

When I went to a branch for updating my passbook and withdrawing money from the bank. The branch was deserted. All employees were having a coffee and chitchatting with each other. When I explained the purpose of my visit, I was told that there is no connectivity and no transaction can be done. Following is the summary of my discussion with the branch manager.
